Basically the volume knob on a room station controls only that station's volume. The talk/listen buttons control the overall system music volume level. The continuous tone noise is feedback from something - could be that the intercom volume level is too high, but to troubleshoot, remove one station at a time until the intercom is clear, then figure out if it's the station itself, or if it's the wiring.
